Description
The level at which an allow list, block list, or message rule is created is the only determining factor in who is impacted by additions, changes, or removals. Editing or deleting a rule at a lower level than where the rule is created will still change or remove the rule at the creation level and impact everyone at and below the creation level.
It is best practice to consider applying any rule changes to a user before a group, domain, customer, or reseller.

How Rule Additions, Changes, and Removals Affect Users
